		<description>Indeed, the sidewalks are public, but a ton of the flyers get dumped on resort property. So for the company that's getting literally dumped on and incurring the cost to clean the trash, the matter of public sidewalks isn't of as much concern.</description>

		<description>Last I checked sidewalks were public, but I can attest that at least the LV airport smells like a sewer.  Interestingly, so does most of downtown San Antonio.</description>

		<description>I'm not sure, but I think it's more an issue of externalized cost -- somebody else's product or by-product polluting your property. Of course, all that is set against a backdrop of a city that smells like a sewer.</description>
